EL RECONOCIMIENTO DEL SOCORRO EN LA CONSTRUCCIÓN DEL ESTADO-NACIÓN EN COLOMBIA: VIABILIDAD DE SU CONSAGRACIÓN COMO DISTRITO ESPECIAL HISTÓRICO Y CULTURAL

RESUMEN
El presente proyecto investiga la viabilidad histórica, cultural y jurídica del reconocimiento constitucional del municipio de Socorro (Santander) como Distrito Especial, por parte del poder constituyente, en términos de sus aportes en la construcción histórica del proyecto de Estado-Nación colombiano.
Para este fin se identifican los aspectos históricos relevantes del Socorro, con relación a los aportes en el proyecto de construcción del Estado-Nación colombiano; se destacan los factores culturales de reconocimiento respecto a los hechos históricos; y finalmente, se indaga sobre el orden jurídico para catalogar al Socorro como Distrito Especial Histórico y Cultural mediante la modificación del artículo 328 de la Constitución Política.

ABSTRACT
The present project investigates the historic, cultural and juridical viability of the constitutional recognition of Socorro's municipality ( Santander ) like Especial Distrito, for part of the constituent power in terms of its contributions, at the historic construction of State's project Colombian Nación.
For this purpose, identify relevant historical aspects of Socorro, in relation to contributions to the construction project of the nation state Colombia, highlighting the cultural factors of appreciation for the historical facts, and finally, investigates the legal Relief as to catalog the Historical and Cultural Special District by amending Article 328 of the Constitution.
